INFOR~1ATION
WILBUR (BILL) E. COURTER
Mr. Courter is a United Methodist Minister under Special Appointment
from the West Michigan Conference United Methodist Church.
He is currently
the Substance Abuse Program Coordinator for the Kalamazoo County Department
of Substance Abuse Services responsible for the overall administration of
alcohol and drug abuse programs within the Counties of Barry, Branch ,
St .Joseph and Kalamazoo.
He is a graduate of the University of Michigan, received his Masters in
Divinity at Garrett Theological Seminary at Evanston, Illinois, with
additional training at Oakland University, Michigan State University and
Rutgers University.
In additi on to pastoral and community services, he has been involved in
the establishment of the Kalamazoo County 1 s Citizen Probation Authority,
County Jail Rehabilitation Program, Kalamazoo Night Ministry, Community Action
Program (OED) and was founder of the Comstock Community Center.
Mr. Courter
has also served two terms on the Kalamazoo County Board of Commissioners.
He is a member of the American Public Health Associati on, Alcoho l and
Drug Problems of North America, Michi ga n Public Hea lth Association, as well
as severa l other professional associations.
Appo inted by Governor Milliken,
he served on the Section 20 Review Committee which was responsib le for
evaluating the total Statewide effort of substance abuse services .

IMMEDIATE RELEASE, Please
Rev. Wilbur E. Courter, minister of the Comstock Methodist
ehurch, was elected a Full Member and received into the Detroit
Annual Conference of the United Methodist church at the 129th
consecutive annual session of the Conference held in Dawson Auditorium
on the Adrian College campus in Adrian, Michigan, June 11-15.
He was ordained an Elder in the United Methodist church by
Bishop Dwight E. Loder on Thursday evening.
Rev. Dourter g raduated from Mackenzie high school in Detroit,
received an A. A. degree from Flint Community Junior College, a
B.A. {philosophy) degree from University of Michigan, and M. Div.
deg ree from Garrett Theological Seminary in Evanston, Illinois.
Beside parish duties, Rev. Courter is a community organization
consultant, founder of Comstock Community Center, first vice-president of Kalamazoo County Community Ac tion Program, O.E.O., and
elected member of Comstock City Charter Commis sion.
Mrs. Courter is the former Cha rlotte M. McCurdy, daughter
of Arthur McCurdy of Detroit.
Rev. Courte r is the son of Mr.
and Mrs . Wilbur C. Courter.
Rev. and Mrs . Courter have four children, Ches ter, Joyce,
Jacqueline, a nd Anne tte.

Rev. Wilbur E. Courter, minister of the Comstock Methodist
church, was ordained an Elder of the Church by Bishop Dwight E.
Loder during the 129th session of the Detroit Annual Conference
of the United Methodist church.
The conference was held June 11-15
a t the Adrian College campus in Adrian, Michigan.
